I went over this scene and it was word for word identical with Closing 1, including Kyon's inner monologue! So honestly I'm pretty much just reposting that post as is.

司会 MC: The one who is chosen in the Miss North High Contest Grand Prix is... Entry number 1, class 3-1’s Momoko Kondou-san! Congratulations!

国木田 Kunikida: Hmmm, that girl huh. Well, I guess if they say so...

谷口 Taniguchi: I’m not sold on it. She’s not bad, but only an A- on my scale.
キョン Kyon: Taniguchi, just chill.

谷口 Taniguchi: But when it comes to North High quality, we’ve got way hotter babes. You agree with me, right Kyon?
... Asahina-san’s smiling face entered my mind. Well, he’s totally right there.
谷口 Taniguchi: Why would a girl like that be nominated anyway.

国木田 Kunikida: Well it’s fine to recommend someone to enter, but in the end they’re going to be the one who has to be on stage. If they don’t want to go up there, then it makes things difficult.
The key point is being willing to show off here. In which case, it’d be nigh impossible for Asahina-san to enter.
